What do you feel about having an empty cartridge case being a felony weapons offense?
In case you didn't know, having an empty shell casing in your vehicle is considered PROOF that you were in illegal possession of a firearm in DC and is considered PROOF that you had fired said firearm from inside your vehicle. When asked how that was proof the answer was, "Because there is NO OTHER REASON you would have an empty shell casing in your vehicle besides having fired a gun from inside your vehicle!"
Actually just having the case, or any ammunition as defined by Federal law, without a DC gun permit and having the ammunition locked in a locked container, with the container inaccessible, is a crime in and of itself, regardless of the reason. One instance is a widow who was arrested because she had one of the empty blank cases from the 21 gun salute in her vehicle.
The Federal definition of ammunition is found in18 U.S.C., § 921(A)(17)(A);
The term “Ammunition” means ammunition or cartridge cases, primers, bullets, or propellant powder designed for use in any firearm.
I wondered about the person who first sent me the story, so I called the Metro Police of the District of Columbia. The quote, "Because there is NO OTHER REASON you would have an empty shell casing in your vehicle besides having fired a gun from inside your vehicle!" is a statement made by the MPDC Lieutenant I was forwarded to. When I asked about other legitimate reasons to have an empty shell in the vehicle I was asked, "Do you want to get information or argue?" I said that I just wanted to understand and was told, "If you don't live in DC or don't have a gun permit, it is illegal to have! Period!"

I would never go into DC with my vehicle, because without a doubt since I reload and pick up all brass there would be an empty shell casing some where in my vehicle. This is exactly what the liberal gun control bigots call reasonable gun control laws.
I think about this stupid gun control law as I do about all of their stupid gun control laws, they do nothing to reduce crime and they are all stupid.

Not true, you'd be charged with illegal possession of ammunition, and that's ONLY if inside the passenger compartment. If in the trunk it's legal. I live in VA, own and carry guns and I wind up in DC all the time. If you owned guns, you'd be very aware the Police are the worst place to ask for legal advise as their incapable of separating ACTUAL law from their perception of law.

an empty shell can't hurt anyone
and you can buy safe bullets (can't be fired) for a necklace, earrings, and more
think about this if you walk in a area where a gun was fired for any reason the empty shell could get stuck in the sole of your shoe if it fell out in your car your a felon and never had or fired a gun
this is just another form of gun control, making it hard to have a gun anyway they can

It's called "prima facie evidence". In other words, it is assumed to be evidence unless you can prove that it isn't, the same way that, say, owning a lot of electronics with the serial numbers removed is prima facie evidence you are in possession of stolen property.
If you have a great reason to have an empty shell casing in your vehicle, and you can substantiate that, then it isn't illegal.

Whoever told you the story is an idiot.
But it's Washington DC.... where everyone seems to be an idiot.
The casing itself is not crime nor is it evidence of crime.
What about that hitchhiker you picked up? Don't know he was.....
You don't have to prove anything, the burden of proof is on the government.
