What to do in this predicament?
My job won't allow me to wear medium length khaki skirts and my manager complains about my long skirts 'not fitting' because I do not wear them on my hips. He said that there is no skirt meant to sit on a woman's waste. Whenever I wear my heels he complains about my presentation. He always gets onto my back about not managing my paperwork and recently made me switch to a bulk file cabinet instead of the two small ones I'm used to.

It sounds like he is seriously micromanaging you. It also sounds like he's just basically picking on you too. I suggest you log every incident and start building a case against him with HR. The best way to do that is to try to get him to start having email conversations with you about the things he's messing with you about, then use the emails as evidence against him.

Some of the comments he is making sound bizarre - no skirt is mean to be on a woman's waist?? I say take notes the next time you have these conversation s with your boss. Email these comments to HR.
