So you want to escape the "100 degree temperatures and constant rain " by going
"closer" to the equator ......???....... try http://www.resortsandlodges.com/resort-type/mounta...
put in the type of resort you seek..... and check out the facilities .....good luck
EDIT.......DRUG LORDS ?..... You are not at much risk...... use a little common sense..... the drug lords are not interested in you and the government DEFINATELY does not want to lose the tourist business....

You basically are trying to get away from the heat, but rain that is something I can not assure you since the only place where it does not rain is on the desert, and it also can go up to a 100 deg in the summer time. So my recommendation is to find something in the high plateau, the states surrounding Mexico city and with elevations around a mile high like 1600 meters above sea level or above. My suggestion would be in the State of Mexico the Town of Malinalco, Valle de Bravo, Queretaro or San Miguel de Allende, Guanajuato city, Puebla but around Cholula or in the small town of Atlixco, Zacatlan de las Manzanas is very nice also, in Jalisco the towns of Tapalpa and Mazamitla
look for them in the web.

No, because of the Extreme Drug Lords that live there all over Mexico.
