    Very little is shut down. But those parts that are could easily be reopened if the PPACA -- as aptly named as "USA Patriot Act" since it has NOTHING to do with "care" or making it "affordable" -- were sidelined until COSTS were brought down. The ACA can NOT and WILL NOT do that.
