Near the edge of the Universe I believe there are galaxies still forming. The galaxies in Hubbles deep field photo look very young. Something is helping the expansion, why not new galaxies. Some of Hubble's pictures showed stellar nurseries where stars were being born - and they are the main ingrediants for galaxies.

Yes.
Every process takes time from microseconds to million years. Galaxy formation takes a few million years.

There are essentially no new galaxies. Old galaxies continue to accrete gas and eat smaller galaxies.
