Should I buy a beast video card or a capture card and a cheap video card?
So i'm building a gaming rig and I have to decide soon so I wanna buy a Nvidia GTX 770 but its $400 or buy an avermedia caputure card and like a $100-200 video card

What are you using it for mostly? If I were you, I would just get those card that are enough or a little above spec to run the games I want to play. Get the cheapest that I can find. Nowadays performance in GPU are mostly standard for normal user. You don't need super high end cause you won't be able to match it every year. Economics in every country is getting bad. Safe as much as you can.
Tech stuff are always changing and there is no point getting a high end card when a new one will be out very soon. Being practical, get the one that is enough for your usage. Pay more attention to the applications that you will be using more often with and buy that card based on that. Don't follow the crowd, you will be wasting money.
If you play games more often, I rather save the money and spend it on a PS3 or PS4 just for gaming and use a normal card for my daily PC usage.
