Obama's Strategy - how would you answer this?

Review president Obama's strategy and identity the key forces behind his decision.

I'm not sure which strategy The question refers to although I suspect it's something to do with the government shutdown.

    His strategy is to demonize the Republicans so that the dems get votes in the 2014 elections. The government shutdown proves that he is trying to make it miserable for Americans so they blame the Republicans by shutting down memorials, but he opens them to demonstrations by illegal aliens and continues to give money to countries who want us all dead.
