Vancouver WA and Bellingham WA will have the lowest costs of living.

WA state has a sales tax. But Vancouver is just across the Columbia from Portland OR, where there is no sales tax, so big ticket shopping can be done there.

Bellingham is far enough away from Seattle to be considered a reasonable commute, so their housing costs will be lower than the Seattle area.

Woodinville has slightly lower housing costs compared to Bellevue, but not significantly so. The other costs of living for those two locales are essentially the same.

Woodinville is right on the edge of "suburban" living in the Puget Sound area. Many Washington state wineries have tasting rooms there, and there is open land being used for farms nearby. Bellevue is completely urban/suburban. Both are lovely towns depending on what you are looking for.

Bellingham is more of a small town experience. It's a college town, and has a bit of a funky vibe.

Of those four, probably Bellingham, but you have picked some of the more expensive places. This state costs more than most states but there can be some bargains. they are not within commuting distance to Seattle.

I have been researching which towns in Washington have the lowest costs of living & personalities for the past four years since my spouse died. I want to stay near family as I am aging and raising the last grandchild in this lovely friendly community. Unfortunately, the costs are high in the Puyallup-Orting-Tacoma area.

    Spokane is 10.95% lower

    Yakima is 16.11% lower

    Vancouver, WA is 5.93% lower

Vancouver, OR is 11.14% higher so watch which side of the river you are on

    Bellevue-Everett is 3.53% higher

    Bellevue-Seattle is 9.62 higher

    Bellingham is 1.41% higher

    Olympia-Tumwater is 5.06% lower

    I pay $310 a month rent.

I also have to carry my own gat.
