Can you register a car...?
I know I've asked this before, but can you register a car, with out a drivers license, with insurance that's in the name of an older sibling?
I asked before if I could just register it without a license, but I was reading the DMV site for Connecticut
And they say insurance under your name, but I can't get insurance without a license. Or can they put me in the insurance with a learner permit?
It's an adults learners permit.
First off, JetDoc, it's not a stupid question, I have been reading the DMV site over and over and there is no real response to what I am asking. I have called the DMV MULTIPLE times trying to get a direct answer but so far it is always busy, or the call can't be complete at the time and they ask me to call again later.
I am asking this because I really need the registration under my name because if it is under my brother's name, he is the type of person to say that the car belongs to him. take it as his own, and if I would want to take it to court to get it back, his name would be on all the documents EVEN though it was my money to pay for the car entirely.

perhaps you should state what your goal is, maybe there is a legal way to go about it that you are unaware of.
To answer your question, you must provide the DMV with a valid drivers license and proof of insurance at the time of registration. If you have an older sibling with insurance and a license, you may register the car in their name. You can not register the car in your name, without a license and have insurance from your sibling on the car.

Do you live with your brother? If not, you can't do what you are asking...
If you do, then you MIGHT be able to get a policy for a car in your name under the same company that your brother is with listing him as a primary driver and you as a secondary driver, but that's up to the insurance company you are with.

As a minor you can not enter contract for insurance. The car will have to be added to the household policy for registration. And as a minor you can not legally own a car. You can joint own it with a parent(they have legal responsibility.

Bottom line. Only the vehicle owner, and title holder, can register and insure the vehicle. There is absolutely no way around this.

if insured under your brother, then must be registered for your brother. only in this case though. if you had a licence, you could register in your name even if insurance is in someone elses

Why are you asking all these stupid questions on an Internet forum when all you need to do is pick up a telephone and call the DMV and get the CORRECT answers directly from the source.
