I want to animate, but where do I start?

I don't want to go to a university for this type of stuff because I'm currently getting a degree in something else.

I want to do this on my free time. Just make short cartoons and add music to it or something. I draw, but I don't have a tablet or anything and I don't really have much money to use on myself.

Is there a certain software I can use to do that? Can I upload my paper drawings to the software and use those for the cartoon?

I just suddenly had the urge to start this as a branch off of my hobby but I don't know what software is good and where to start.

    A good way I assume would be is getting into Photoshop( Since a lot of animators use this program I would assume) and then go about finding a program that can allow you to animate. From there on start with something small( Like making something or someone walk..Even if it's a stickman.) then move up to something more complicated such as running or a fight scene or something of such.

    Edit: Also. A computer of a decent size such as a 15.6 Inch laptop would be nice. Touch Screen is also preferable to those who use photoshop a lot for it tends to be relatively accurate especially those that is meant for drawing. It's going to take a lot of work and dedication but it's sure to keep you busy and will have a wonderful outcome if you ever have a story of some sort that you wish to animate on your own!
