what metal is touching what metal. you have not provided nearly enough info for anybody to help.
metal touching metal sounds like you are describing a short, which is a major problem anytime electricity is involved.
is there a way to attach a pic to your question?

You bought a used heater blower motor resistor? Why do you think the seller was selling it?

OK, now take it out and throw it at a bus, then go to a parts store and get a new one for half the price.
