Why do the Y/A! formats keep switching back and forth?

May be a glitch during transition. Now new layout if live for all Yahoo Mail users. They have even restored 'tabs' feature (yay!)

When the US site switched awhile back, it kept flickering back to the old format for a couple weeks. Then, it settled down into the new format. I think it's just a switch-glitch.
