Russians/ Slavs can be just as powerfully in athletic ability and intelligence as hitler thought the aryan race was. Yes the Russians built a massive empire taming unknown wilderness in Siberia and conquering wild tribes. At its height Russia occupied Alaska and was making inroads into settlement of North America.
Russians and Slavs have also made great scientists and Artists.
Basically Russians/Slavs themselves could have classed themselves as a master race, and Hitler perhaps saw that.
But Germany wanted its own empire and saw Russia as a vast expanse of land stretching to the Pacific. Ideal for living space or Lebensraum to settle Germany's population.
Hitler wanted a quick victory against the Russians expecting Moscow to fall within 6 months of invasion. That meant covering huge areas of land fast and NOT taking prisoners as that was costly in manpower. Its possible that as part of Nazi indoctrination soldiers especially the SS were told they were inferior people simply to encourage the invaders to conquer and kill to help speed up invasion.
It could also terrify Russians into surrender or fleeing to Siberia away from the advancing Nazis. Again speeding up Blitzkrieg.
They also did not want a resistance army developing that would tie down German Soldiers. So it was partly tactical.
So for that Germans were possibly brain washed into thinking Russians were inferior to speed up victory. Which possibly explains why the people of North Africa who were much less aryan that the Russians did not suffer such brutal cruel treatment.

Hitler would have claimed that Russia's empire was entirely a result of the civilizing influence of Aryans conquering the Slavs. In the 19th century and part of the 20th, it was a common theory to look at Russian history as Germans and Scandinavians conquering and civilizing the barbaric Slavs. They went to great lengths to attribute all Russian civilization to the dominance of civilized people from the West. That the Vikings were responsible for Russia's civilization, sadly diluted by the barbarism of Asia. That the Baltic states ( some of who's populace did greet the Germans as liberators) were the only modern parts of Russia. That the best thing that ever happened to eastern Europe was to be conquered by German- based states such as Prussia or Lithuania.
He would have explained the Russian Empire's success by pointing out that their successes were purely against even more "debased" peoples such as tartars, turks, and muslims. That being half civilized by German influence, of course they were able to overcome the Caucuses and central asia.
Hitler's plans for Russia were simple, a German over class to rule it, Slavs to work in the fields as virtual serfs.
