How to make wig clipon pony tails big for cosplay?

Question

I plan on cosplaying Junko Enoshima (mastermind vers) from Dangan Ronpa for Castle Point and I was wondering how do you make her pigtails kinda big and poofyish.

I was thinking of getting a short wig and two clip ons from epiccosplay wigs (they got great wigs!):

You'd want the hair to be really voluminous, which is unfortunately difficult to do with wigs. Hair spray is your best friend and you could try teasing the hair out like this: http://www.pinterest.com/pin/475270566897038427/ . However it might seem unnatural and make the wig look shiny or frizzy.
You could also try making a base (that's the same color as her hair) out of foam or posterboard and covering it with parts of the clip-on (gluing the hair would keep it in place best). Like this: http://www.cosplaygen.com/wig-styling-tutorial-xxxholics-ichihara-yuuko/
An easier thing to do, which saves time but is more expensive, would be to buy more clip-ons. You could just clip multiple extensions to your base wig to give you more hair, but this could also make your wig a lot heavier.
