Is 99.2 pounds (45kg) at height of 5'1 considered skinny?

    Yes, almost underweight, you would be underweight if you lost any weight. So I would stay right at the weight you are. But at 5'1'', average is like 105-110. So yeah, you are a few below that. You are skinny, yes.

    No if you are about 16 years old then it is quite normal on the BMI scale.
