NO.
You are not allowed to post your blog in your answers. It is considered spam (as you are advertising your website) and solicitation (trying to get the Answers user base to visit your blog), both of which are against the Community Guidelines. However, you can post the URL in your profile. If you prove to be a very helpful member of the site, then perhaps some folks will check out this blog.
If you ignore my advice, then you will find yourself being reported as a spammer. Your profile might even be posted in the Spam Battle Thread. I repeat, DO NOT USE ANSWERS TO ADVERTISE YOUR SITE.

It is a violation except in one specific case. If you post a link to a specific date in your blog that specifically expanded on the question asked with more material, it can be posted as a link. Even if you meet that criteria, many users will still report you for solicitation and you have to appeal. If you just want your blog listed, put the link in your profile, but do not refer to it in answers. People have to find it.
