Walking Dead scenario - if someone dies by a gunshot wound to the head, do they become a walker?

So walkers are killed by a blow to the head. What if a live person (already carrying the virus of course) is shot in the head and dies? Do they turn and become a walker who then has to get shot in the head AGAIN to die? Or are they just dead for good?

    No. That is why when people are killed. They smash in their heads before they turn. The Governor was shot in the head and we did not see him turn in Sunday's episode.

    I dont know for sure....but i think they stay dead. Off the top off my head, i know from the TV series, both Axel (Inmate from prison in season 3 Shot by The Govener) and Gargulio (Woodbury survivor from season 3 Shot by Merle) both died from a bullet to the head, while still alive, and we didnt see them reanimate. But then again they both held very small roles it is possible we didnt see them reanimate because they didnt matter. We also seen Tomas (Another inmate from prison Season 3) get killed by machete to the head from Rick, which would likely only kill him and then he would reanimate later, but we didnt see him reanimate either.

    I like to think that "walkers" are not really dead, but ants reincarnated..obviously
