I would go for the back tie low bootie style.
Reasons being that the zip is at the back of the heel making the lowest point of the zip higher than the other style lowest point and this is the main spot where water will seep in.
To be honest I would actually not wear either of them. If you haven't purchased yet and you know there is a high chance of wet weather I'd be inclined to go for a pair of Mel brand shoes, the material most of those are made from will wipe dry with a paper towel so you don't have to walk around in soggy boots all day.
