It doesn't take place in any dynasty, it is set in a magical universe, not earth. You can see that there are references to dynasties and places from the architecture and way the people dress in each kingdom though. The Earth kingdom is based on the Qing dynasty, the Fire nation is based on the Han dynasty, the Air nomads are based on Tibetans, and the Water tribes are based off of Native Americans like the Eskimo or Inuit.

Different things are inspired by different dynasties. To add on to what A said, the Fire Nation clothing and some the Earth Kingdom's clothing was inspired by the Tang dynasty.
