James A pretty much has the Reagan Era and Bill Clinton Impeachment down. The issue with George W. Bush's use of executive privilege is because the constitution does not contain the phrase "executive privilege."
Patriot Act is complex. The right to privacy is not explicitly mentioned in the constitution, but some argue that it is implicit in the Constitution, because the fourth protects you against unreasonable search and seizure, the fifth against self-incrimination, the first protects private beliefs, and the ninth protects rights not listed in the Bill of Rights. The court ruled we had a right to privacy in Roe v. Wade, but if someone were to challenge the Patriot Act's privacy violations in court and the Supreme Court ruled in favor of the Patriot Act, then that means we don't have a right to privacy.
Iraq War: Only the Congress has the power to declare war. However, Congress did authorize military action in Iraq.

Regan Era-The Constitution gives the power to Congress to fund military engagements. The funding in this case was not authorized by Congress.
The House has the power to impeach the President for High Crimes and Misdemeanors. Clinton lied to the Congress regarding his affair with Lewinsky.
Iraq war-Not sure there was one. Congress authorized the action taken by President Bush.
