    I don't blame you for asking what this means. It's hard for me to imagine a more complicated sentence. It is so hard to unravel what the author is trying to say, that he has failed in his task, which is to communicate.

    'All-penetrating mind' probably means the mind of someone who is very smart and very insightful. Based on that, I would guess that what the author is trying to say is something like:

    Saying that the chromosome fibers is like a code-script indicates that a person who has great understanding of the fiber code would know immediately whether the egg would develop into a black cock or a speckled hen.
