Would the Apartheid government have been more effective against AIDS?
Would the apartheid South African government been more effective in countering the spread of HIV and AIDS than the ANC?

Maybe, but probably not.
First, the Apartheid government did do a lot to actually curb this virus that was spreading. The SA government was one of the first in the world to take some action against this unknown disease. However, in the mid-80's there were very few people who were infected - and the virus was more prevalent in the gay community. This means that it wasn't yet seen as a "black" disease, but rather a "gay" one.
Since the Apartheid government treated gay men even worse than black people, there wasn't much sympathy. The government mostly focused on keeping this virus from spreading. (Gay men - irrespective of their race - were summarily imprisoned during Apartheid and even experimented upon by the government).
By the late 80's and early 90's South Africa was in the midst of a political handover. The Apartheid government mostly focused on maintaining peace and undoing all the Apartheid laws. It was during this time that the virus became more predominant amongst black people.
By the time the ANC came into power, it was too late. The virus was spreading like wildfire and there was some hesitance as to how anything should be approached. Also, most black societies in SA are polygamous, which means that black men can have many women at a time. This promiscuity was one of the main reasons the virus spread so successfully. The problem was that no one wanted to point this out, as it could be seen as an attack on black culture. Political Correctness won out over medical prudence and awareness campaigns didn't focus on people abstaining from sex or being monogamous. They focused on condom use and this wasn't terribly popular amongst black men.
When AIDS finally became the pandemic it is today, the ANC government did not at first react. Mbeki is a notorius AIDS denialist and it is estimated that about 300 000 people died directly because of his reluctance to give medication to people who needed it. Only after much controversy was he given a court order to react and aid the citizens of the country.
Comparing the two government in this case is a bit pointless, as they operated under very different circumstances. I'm sure the Apartheid government would have been far more efficient, but they didn't have the motivation to do anything. The ANC (after Mbeki was forced to act) had some motivation, but they didn't have the skills nor efficiency.

Even in US,nothing effective at a government level was done about AIDS until important,mainstream white people started to die from it.

Mostly because they didn't believe in spending a dime on people unless they were white.

Doubtful, since their entire rationale was locking the black population outside of what they considered "society."
