Is there a way to edit town in Sims 2 like there is in Sims 3?
I'm trying to create a neighborhood and I don't want to move families into all these houses individually, its taking a lot of time

It's basically the same thing.
except… in the sims 2 You can insert decorative objects such as trees, clouds, hot air balloons, trees, rocks, confetti and other special effects. You can also place lots instead of building houses on pre existing lots.
The sims 2 is different from the sims 3 in regards to families continuing to live while you're in a different household.
You'll have to move in all those families in the sims 2. Those sims won't move in themselves. There's "townies" though. They're sort of like hobo sims wandering the neighbourhood who don't have a home. You can marry them in :)
