Is she playing mind games with me?
This girl at work I know for a fact likes me, has for a while(flirting, touching, long stares.) This has been going on for at least 3 months. She tries relentlessly to get my attention sometimes. When I finally had the balls to ask her out she told me she was busy with both work and school, and didn't have the time to hang out, and that she would "let me know". A week or so later I ask her again and it's the same excuse. Does she really want to be with me?, or is she just seeking attention?

I think what you described is not enough info to determine if she likes you or just use you to clear her doubt about herself.
Why not play the "hard to get" game with her?
Start to get less interested. E.g If she ask you questions, don't look into her eyes anymore; reply with short, concise statement; and appears busy with your work. Better still, start chatting more with other females.
See if she make advances again. If she does, ignore her advances and chat more with other girls. See if she appears desperate.
