It appears that one of his main goals was to withdraw the United States from the center stage of the world's politics, and to declare that we were morally equivalent with all other systems of government. He expected that the despotic governments and movements of the world would become neutral to our system or at least not openly hostile. He appears disengaged now because he has found out that powerful despots sense weakness and take advantage of it. He is beginning to realize that his grand experiment has been a failure.
