I have experienced that with an old low end Compaq laptop from 2005 (I think a model 2000 something) which long ago I replaced for someone with a newer laptop. For some reason whether the battery is fully charged or not and whether power supply is connected or not, it will not turn on at all. It was doing that whether booting Windows that came on it (reinstalled and updated) or Linux.
Basically I just had to disconnect all power and remove its battery for a few minutes, reinsert its battery, and then it works. I never figured out why it did that, but that worked for me.

A lot of Compaq and HP models have a problem with the AC adapter connector on the mother board and it gets too loose to accept the charge from the adapter. Unfortunately this is an expensive fix unless you do it yourself. The part only costs about a dollar but the laptop has to be torn down and the mother board removed to desolder the part and solder on the new one, There is a you tube video that shows how to do this if you are fairly tech oriented.

How do you know for sure that the power brick is good? Did you test the voltage on its pins? Sometimes the battery, or the power regulator that re-charges the battery can short out causing a failure.
