The simplest thing to do would be to create a separate Yahoo account for your friend, then create an answers account off the 2nd yahoo account. Then, no worries. I've got 3 yahoo accounts - one for general purpose, one for my job search emails, and one for my online shopping.

According to the rules we agreed to when we joined the site, NO. We used to be allowed a separate account to ask "private " questions with. But since we now have the "anonymous " feature to do that, we are only allowed ONE Yahoo Answers account. If caught with more, all the accounts might be suspended.

I am not sure about the actual regulations - But people do have several accounts due to the daily limitations of posting questions and answers.
