An account should only be suspended for a very serious offence; essentially for breach of the Terms of Service. You may be seeing the "false gulp" glitch. Try refreshing the tab, or reloading the profile in a new one. If mousing over the avatar picture by one of that user's posts shows account information, he or she has not been suspended.
There are two other similar glitches: "false drop", when a question shows as deleted but hasn't been; and "false private", when an account with open activity shows as private.
