how can i report a question here that is racist? i am only a level 3?
I can report answers as a violation, but but not questions. I dont have the necessary icon. i am on a nokia lumia 1320 smartphone

You can report any question that is in violation of the guidelines at any no matter what your level is, but you cannot report on a mobile device.

Level doesn't matter members can report violations from the time they start. click the little flag to the right of the post follow the prompts to report abuse.

if you are on a mobile device, you will have to switch to desktop to report questions
(your level has nothing to do with reporting by the way)
