Why does this toilet smell?

We rent an apartment, and a couple of months ago, we noticed the worst smell from the toilet. We figured it was a broken wax ring or something, plus the toilet was ancient, so the landlord came and put a whole new toilet in.

Now the smell is back! The toilet is spotless and clean...what could this be from?

Update:

when I say smell, I mean the actual toilet bowl smells...not the seal around the base or anything. It's like the bowl itself has a smell, even though it's new AND scrubbed clean

    It isn't the toilet. I would guess you have some kind of vent stack problem going on, or else a small leak in the drain line itself, inside the wall or under the floor.

    I have had similar problems in my facilities that I work on; in one case a vent stack simply terminated inside the wall, no Studer vent or anything. Why it hadn't stunk for a few years before that, no one knew. But I doubt it's actually the toilet, if you have an all-new wax seal and loo. You have some deeper investigating to do.
