Can synthetic marijuana make real marijuana legal?
I doub't anyone would buy synthetic marijuana if they could by real marijuana legally. Since some people can't buy real weed there will be an opportunity to market substitutes for it. This makes keeping pot illegal a way to enable a bogus weed industry to succeed, even though this drug has many harmful side effects that cannabis does not have.

It depends on how the fake weed is made. If were possible to make an artificial version of cannabis from things that are legal and easy to obtain, that would be a big problem.
The synthetic pot that is sometimes on the market now has side effects that are much worse than those of real marijuana. There is something about the chemicals that can simulate the effects of THC that is harmful. This makes real pot relatively harmless when compared to fake pot. If this happens then there is no point in having a law against marijuana because people will be using either kind of pot to get high, and the guys who use the fake pot will be harmed in ways they would not have happened if they did real pot.
There are too many people in California who earn a living growing or selling weed for marijauna to be legalised and not have the bottom drop out of California's economy.
