State and local laws are different. Also court precedence is different.
But in general theft is not a valid reason to shoot some one. Deadly force should be reserved for fear for life situations. Some one taking a thing is not a fear for life situation.
Some places the use of deadly force is allowed if the person enters the house, other places being on the property is sufficient.
I will repeat to shoot some one in the leg is still use of deadly force and should be reserved for fear for life situations!

Depends on the jurisdiction. Most civilized countries would expect no more than 'reasonable force' - shooting is unlikely to meet that definition.

It depends on where you are at the time. In the US, laws vary from state to state and place to place.
