What do religious people mean when they say "intelligent design?"?

Personally I think it is kind of a silly phrase. Design in itself infers intelligence so "intelligent design" borders on tautology. Given the obvious intelligence of atheists it is best to keep it as simple as possible - Creation requires a Creator. Simple, to the point and irrefutable.

Your second question makes little sense... You are assuming things as they are represent things as they were created.. That is like looking at a 40 year old car and asking "Why would Ford design such a flawed car?" without taking into account it's current condition is not necessarily a reflection of it original state!

Those who argue how 'flawed' things are I challenge "OK. show us you can do better!"

It is a matter of fact that 'intelligent design' was a SCAM, created for the sole purpose of getting creationism around the SCOTUS decision in the Edwards V Aguillard case that specifically banned creationism from public schools, due to creationism having been found to be non scientific and religious.

The religious LOSERS couldn't deal with that, so they violated the law, and created the SCAM of ID to try to SUBVERT the court's decision. That tells you all you need to know about how law abiding cretards are. Oh, and in the Kitzmiller trial, the judge also found as a matter of fact that the creationist school board had committed PERJURY during the trial.

We all know exactly what intelligent design is.

It's a strategy dreamed up by the Discovery Institute to try to weasel around the constitutional prohibition on teaching religion in public schools, by replacing the word "god" with "intelligent designer", in the creation myth.

But being stupid bastards as they are, they accidentally released this plan in the thing called the Wedge Strategy. And now everyone knows they were being deliberately dishonest.

They were forced to admit that under oath at the Dover trial.

I'm not really sure what you mean or if this will help, but I know a Christian studying to be a scientist and he said "as a scientist, I wouldn't be sure where to start on inventing a new species."

I mean, try and imagine a creature which functions without using any prototype of what we currently have. God made arms, wings, mouths, lungs, everything. Try and imagine a new species of animal or insect without using anything in existence (because nothing existed before God created it). Try and imagine a new colour, or a new sound. I can't believe all of this just came out of nothing without God having designed it.

So, it makes sense that God is somehow involved in Evolution. We call this "intelligent design." That means, Evolution is not random - God has a hand in making it work. We are the result of God's ideas, as we are created by Evolution, which He directs, or set the rules to.

A lot of secular people, particularly involved with medicine, biology, and science, often talk about design as well. I recently had a psychology class. The secular professor who wrote the textbook kept talking about how various structures and functions were amazingly designed by evolution (as if evolution had any ability to design anything). Even Dawkins famously went on with Ben Stein to talk about design, but he claimed that it was potentially alien seeding.

People who don t believe in God often cannot get around the fact that things are deeply sophisticated and designed to function in various ways. Only naive people who don t really know anything can intellectually say that random time and chance did it .

If there is intelligent design that you see (for example the human DNA), there must be an intelligent designer behind it.

A dictionary can never be a product of matter + time + chance. Someone with intelligence must have produced or designed it.

It means "My god did it."

Stephen Colbert had a great segment once in which he interviewed a proponent of intelligent design. He asked the guy who the designer was, and got the usual "well, it could be anything" answer, to which Colbert said, "But we all know it's really the Christian God, right?" and made several exaggerated winks.
