Would someone in the army get a combat patch for deploying to Afghanistan in 2015?

So my unit will deploy later this year and I am wondering if I will be able to wear a patch considering "combat operations are now over in Afghanistan.

Yes, you will still get your combat patch as long as your unit authorizes it

If it is a combat zone, then you wear a combat patch after the orders for it come down.
