Of course you have to tell her you like her! I rue the day a guy deems himself superior enough to go in for a kiss when he's done nothing to even let me know he was interested in me. He'd probably get slapped...no jokes.
But seriously, let her know! She'd feel a bit giddy on the inside for a bit and if she's the type to kiss guys immediately, she'll let you go in for a kiss. I personally advise against kissing so soon though. Save it for after the first date or something.
