No. A rheostat iscommonly drawn with 2 terminals - a variable resistor. You'd need 3 terminals - a potentiometer - which would give you a controlled voltage at low current (compared to the current, and hence power wasted, flowing through the pot). Unless your load was a fixed resistance, in which case you'd have a potential divider using a rheostat and the load.
Nowadays everyone uses dc-dc converters which are cheap, small, efficient, don't get hot and give a more accurate voltage under different load conditions.
