why do people believe that God is a loving God, yet in Exodus 34 6-7 He speaks also of "Not letting the guilty go unpunished"?

Exodus 34:6 And the Lord passed before him and proclaimed, “The Lord, the Lord God, merciful and gracious, longsuffering, and abounding in goodness and truth, 7 keeping mercy for thousands, forgiving iniquity and transgression and sin, by no means clearing the guilty, visiting the iniquity of the fathers upon the children and the children’s children to the third and the fourth generation.”
This is one of the great testimonies to the character of God. God is loving, however always just. He shows us his love every day that we live, and not are killed because of our sins. God is longsuffering not wanting anyone to perish, but waiting for us to repent and turn to Christ.
20:5, 6 on the third and the fourth generations … thousands. Moses had made it clear that children were not punished for the sins of their parents (Dt 24:16; see Eze 18:19–32), but children would feel the impact of breaches of God’s law by their parents’ generation as a natural consequence of its disobedience, its hatred of God. Children reared in such an environment would imbibe and then practice similar idolatry, thus themselves expressing hateful disobedience. The difference in consequence served as both a warning and a motivation. The effect of a disobedient generation was to plant wickedness so deeply that it took several generations to reverse.

Actually listened to a preacher talking about that this morning on the radio. God loves each and every one of us, but he has to serve justice to those who deserve it that way others won't be effected by it. It makes sense when you think about it it.... avoiding an eternity with serial killers, rapists, molesters, etc.

Just wondering can a person say they are christian but not repent of their sinfull ways, Isnt it that God shows love to those who obey His commandments and recognize Christ as the Holy one of Israel the redeemer of mankind to whom one must turn in order to find favour in the eyes of the Lord?

god is a loving god to those who repent of their sins
so how do you consider some one loving who lets the guilty off with no punishment unloving?. if a judge did that you would be screaming your head off especially if you were the one the guilty person attacked and damaged you or your property.

Jehovah’s justice is not harsh. Justice almost invariably has legal implications, and judgment usually calls for the meting out of deserved punishment to wrongdoers. However, godly justice can also involve salvation for deserving ones. For example, when the wicked in the cities of Sodom and Gomorrah met their end, the patriarch Lot and his two daughters were saved.—Genesis 19:12-26.
We can be confident that when Jehovah executes his judgment upon the present wicked system of things, the “great crowd” of true worshippers, who “have washed their robes and made them white in the blood of the Lamb,” will be spared. Thus, they will “come out of the great tribulation.”—Revelation 7:9-14.

Because God is also a God of justice, it's one of his main attributes. Love, Wisdom, Justice, Power. But of these, God is Love.

Even non-Christians expect someone who steals or murders to go through a court trial and if properly convicted, to recompense the victim of the crime and/or their family.

Some loser Christians will surely answer with "But thats the Old Testament God...the New Testament God is one of love.."
Well it is the same God. He was a total **** and now he is trying to redeem himself?
Sure!
