"I HOPE you come." ( the 'o' has a long vowel sound) "

"I am HOPING you can come." the (long vowel sound preserved by keeping a SINGLE consonant.

to hop: a short 'o' sound

hopping : short vowel 'o' preserved by DOUBLING the consonant.

to want: 'a' is a long vowel sound

wanting : long sound preserved with a SINGLE consonant.

to bat : short vowel sound 'a' as in 'cat'

batting : short vowel persevered by using a DOUBLE consonant.

Tammi is right, double identical consonants like 'pp' or 'tt' are usually added when the vowel before is shorter in sound. E.g. "Hopped" (short 'o' sound) rather than "Hoped" (longer 'o' sound).

It indicates the preceding vowel is short rather than long.
