Citizen Kane seems to be the consensus, and I don't disagree. It's a great film. I would also consider Psycho, Casablanca, Who's Afraid of Virginia Woolf, Rashomon, Raging Bull, Schindler's List, The Apartment, Some Like it Hot, Sunset Boulevard, The Third Man, 12 Angry Men, The 400 Blows, Manhattan, It's a Wonderful Life and Breathless. There are so many amazing ones but those are my favorites that I can think of.

It depends on whether you are including movies from throughout the world or just Hollywood, talkies or silent films. Critics consider Citizen Kane and Treasure of the Sierra Madre the best of the America black and white talkies but if you restrict it to Silent films Birth of a Nation would be a contender. Among the Foreign Films "The Bicycle Thief" and "The Blue Angel" Italian and German would be contenders. There are many great Black and White films "The Informer,' and "All is Quiet on the Western Front."

Gotta go with Citizen Kane as number 1.
For me Schindler's List is a close second, only because Spielberg does mix some color in here and there.
Casablanca is good, as is the Maltese Falcon, and Treasure of the Sierra Madre (note all three of these have Humphrey Bogart in them, but I really like Walter Huston in the last one (TotSM.))

Citizen Kane usually heads the lists but a lot could be said for The Lost Weekend.
