What is this movie I'm thinking of?

I think it was a gangster movie or something (I can't remember very well) where everyone talked all funny, kinda like pirates.

Update:

Well, not EXACTLY like pirates, but kinda like pirates. It just sounded kinda old-timey.

Update 2:

I also remember that there was a lot of snow, and that it was about a police officer in a furry hat or something.
