if your statement means you can not straighten your knees, then either you have a tightness in the muscles or you are not pushing off the front of your foot.
Running and walking is a pushing motion,not a pulling motion and it is common for some to leave the ground without extending their legs behind them.
You can get the feel for this by doing drills as in taking steps, making sure you are coming off the front of your foot with your leg extended behind you.
Progress from walking to marching to running as you get the feel for this.
You should be able to learn this as long as you do not have some physical condition that prevents it.
