How do I sort answers in a subject area by newest versus most popular?

For ANSWERS on a specific question, at the top of the list of answers is the drop menu to do that.

But the default sort order isn't "popular", it is "Relevance" (at least for me, still. For some it is "Newest", supposedly).

For QUESTIONS, you can't change the DISCOVER listing order. But if you click the word ANSWERS, the questions are then listed in time order, newest on top.

Click Answer and the questions will be sorted by the most recent being on top.

Your choices are displayed when you click on SORT BY DATE above the emails in the folder you have. Those will be your only options.
