Seat Belts won't retract!!?

I recently replaced the headliner in my 1999 Saturn SL1. After replacing the headliner and putting everything back together, the driver and passenger side seat belts won't retract. I did take the siding trim off (so I could replace the healiner), and after putting it back on, they won't retract... Any thoughts or suggestions? Thank you!

    Try pulling them all the way out, and tugging on them. That has worked for me. Otherwise something is putting pressure/friction on the mechanism that is just enough to keep it from returning. Wiggle stuff around, and if it doesn't work, take off the plastic just a bit to see it that releases the pressure.

    Try dosing the belts with silicone aerosol spray. The belts get stiff with age and resist retracting. Use plenty of the spray and it should help.

    remove the panel see if it's jammed
