I didn't know where to put this... My cat is not a stray. He's an indoor/outdoor cat. He absolutely hates being cooped up and will fight most strenuously if I try (loud constant mewing and poop everywhere). A lady(lets call her Jolene) a few houses down thought he was a stray and fed him. This was 18 months ago. A few months after she did that she found out he was mine. Now here's my issue. He won't leave her alone. Jolene loves animals and is super nice to my cat when it's over, but she is frequently at my front door with concerns about my cat. We feed him high quality whiskas (28.5% protien). He's fixed. He gets his shots/vet visits/medication. And I've told her all of this. She insists he needs better food. She's always worried about whether or not my kids and dog are bothering him. She's driving me a little crazy. Tonight she dropped off cans of wetfood for me to feed him so that he comes home more often. I've never been so stressed owning a cat! What can I do? Is this normal neighborly behavior? I don't mind Jolene letting him in. I just mind that it's stressing her out and she in turn is stressing me out!

IF your cat is outside and not on your property, legally they are a stray and can be treated as such. This means that a person can pick up the cat and adopt them, take them inside, and claim then as their own.
Keeping a cat inside is easy when you play with them. There is no such thing as pooping out of anger, this is from lack of litter box upkeep.
Jolene thought he was a stray because he was, he was off of your property.
Whiska's is not a high quality food. Just because it has quite a bit of protein does not mean that it is high quality. I would agree that he needs better food.
Keep your cat indoors. Play with him every day until he is panting and not wanting to play anymore. Play with him like this at least 2 times a day. scoop his box at least once a day and have at least 2 boxes for him. If you have more than 1 cat, you need 1 box per cat and an extra box. Feed him a high quality food. If he prefers wet food feed him that as a treat. It is very possible to keep a cat happy inside.
your neighbor is being very kind to know that he is yours and allow you to keep him. When i see a stray cat, I pick it up and find it a better home because a caring owner keeps their cats inside.
