God at the highest level simply IS.
We are the ones who change each lifetime and also between lifetimes, until we come back again and again as in rebirth or reincarnation. It is an endless ever changing process as we evolve life after life and some more slowly than others hence all of our current problems. Om Shantih.

No he is the same God of yesterday, today, and forever.(Hebrews 13:8) People didn't know how to translate scripture very well and that is why it seems so. He is a just and loving God but he isn't a push over either. Evil must pay retribution and it shall be judged accordingly.

God is considered to be the cause of time. That is to say God is timeless and no event is prior to the events caused by him. That means that there is no prior event to the events caused by God. As there is no prior event "nothing has caused God to change" .
Timelessness entails changelessness. God is changeless.
