What do quarterbacks have to do to be considered "elite"?
Do they have to be the stereotypical quarterback who's great at passing from the pocket? Do they have to have a million Super Bowl rings? Do they have to be the biggest reason their team has success? Do they have to have flashy stats?
Or do they just have to win even if they might not throw for six TDs every single game?

Essentially it means to be the best of the best. To me, it's a combination of all the things you mentioned (great stats, Super Bowls, etc.) being done consistently.
To me the only elite QBs in the league right now are Rodgers, Brady, P. Manning, Brees, and Roethlisberger.
Most elite QBs are champions but there are some exceptions. Dan Marino never won a Super Bowl, but was certainly an elite QB. Peyton Manning only has one ring, and I still consider him to be an all-time great.
On the other hand, you can win Super Bowls and not be an elite QB. Eli Manning has won two, but I don't consider him to be elite. Outside of those Super Bowls, he hasn't really been consistent and has thrown a lot of interceptions.
There is a difference between an elite QB and a "franchise QB". A franchise QB is a guy that you can look at and say "this is my guy for the next several years" (Rivers, Luck, Wilson, Ryan, Romo, Flacco, E. Manning, etc.).
That's how I see it.

Great quarterbacks will their teams to win. So being an "elite" quarterback is 50% ability and 50% intelligence and instincts.
If all it took to be an elite quarterback was a strong arm and/or innate athleticism, Michael Vick would be HoF bound.
You have to possess the ability to lead your team to tough wins and improve the players around you. Very few men meet those requirements.

Big stats and consistently having your team in championship contention (i.e. regularly making the playoffs). I actually think the stats are given more weight when discussing QBs that haven't won more than one Super Bowl. For example, even though he was great in their Super Bowl run in 2013, I still think many people don't consider Joe Flacco to be an elite QB because he's inconsistent in the regular season.

There are a million little things from being a natural leader, to preforming on the field, to saying and doing the right things, to setting the examples. Many have a piece or two, or three but only a handful have it all in any given generation.
