Should I accept this job offer?

I was offered a job teaching in China in August, to start in September. I accepted and sent back a signed contract by e-mail. However, the employer has been sloppy in sorting out the paperwork. I was supposed to receive the work permit and invitation letter last month but it still has not arrived. My life has been put on hold. Since then, I have received another offer working in Italy. Should I accept the second job instead? Italy's a lot nearer and cheaper to get to, plus I don't require a visa. It's a more attractive option to my mind.
