Japan tried to follow preceding western imperialistic nations in order not to be colonized by them and compete with them.

They noticed that a lot of the East Asian countries were full of kind of primitive societies compared to their own, and that Australia was mostly empty. So they worked out it would all be much better if they ran it all.
