Flowers are like puppies, they make certain people giddy about receiving them and are nice to have around all day. If she was already willing to forgive someone she will, but if not, they're sort of a weird reminder of that awkward tension. Always better to talk things out than patch them up with $$$.

I love flowers, I would interpret that gesture as a way of saying sorry, or showing how sorry you really are.
