If heaven is the opposite of hell, is hell ruled by someone opposite of God?
Then I'm actually quite excited for it.

The fact of the matter, No, Hell is the grave of all the unsaved souls so when God Jesus Christ comes back to judge the living and the dead and too destroy the heaven and the earth by fire, the second death, where the heaven and the earth shall be burned up, by the hell fires. Also God will destroy Hell and everything that he has created on this earth when he comes back except God chosen, because God will create a new heaven and a new earth, without sin.

Some Bible translations use the word “hell” for the Hebrew word “Sheol” and the matching Greek word “Hades,” both of which refer to the common grave of mankind. (Psalm 16:10; Acts 2:27) Many people believe in a fiery hell....However, the Bible teaches otherwise.
1.Those in hell are unconscious and so cannot feel pain. “There is no work nor devising nor knowledge nor wisdom in Sheol.”—Ecclesiastes 9:10.
2.Good people go to hell. The faithful men Jacob and Job expected to go there.—Genesis 37:35; Job 14:13.
3.Death, not torment in a fiery hell, is the penalty for sin. “He who has died has been acquitted from his sin.”—Romans 6:7.
4.Eternal torment would violate God’s justice. (Deuteronomy 32:4) When the first man, Adam, sinned, God told him that his punishment would simply be to pass out of existence: “Dust you are and to dust you will return.” (Genesis 3:19) God would have been lying if he were actually sending Adam to a fiery hell.
5.God does not even contemplate eternal torment. The idea that he would punish people in hellfire is contrary to the Bible’s teaching that “God is love.”—1 John 4:8; Jeremiah 7:31.

My dear, Hell is ruled by Devil with will of God.

Many make guesses. Jesus told us the truth. God is a loving person. God doesn't punish. So, there is no need for a hell.

God is the source of all light, goodness, joy, and peace. A place that exists without his presence will naturally be dark, evil, and full of suffering and strife. Be careful what you wish for.

Hell is not 'ruled' by anyone. The Bible describes it being 'administered' first by evil, then by righteousness. God does not divide reality into separate domains to be 'ruled.' God alone rules all of existence, His presence is inescapable, (Psalm 139). God is only completely revealed within His paradise however, which the Bible refers to as 'heaven.' Everywhere else He is obscured behind various inferior languages that are unable to capture His complete nature and attributes. These attributes are referred to as the 'Names' of God.
Hell is a domain where God exists but where He is obscured behind deep delusion. His presence is described as a 'consuming fire' (Deuteronomy 4:24, Hebrews 12:29). This means that there is an inescapable consuming fire everywhere, not just in 'hell.' The difference between the various other domains being administered and managed is only in their perception of, and reaction to, this inescapable and fiery presence. Heaven is where inhabitants have submitted to the fires as trustworthy agencies of cleansing, able to bring out their best essence and cause them to shine through patient endurance and loyalty to their nature of inherent goodness. Hell is where inhabitants refuse to trust and see only evil intentions in these flames, no inherent goodness, lessons, ability or willingness to cleanse and cause to shine--- even seeing only random assignments and purposelessness. Earth is where the 'flames of life' compel us to make a choice in how we see that inescapable and fiery presence. It is layered with delusion here promising us various forms of fictional escape which we can either embrace or abandon. Once abandoned, we begin to see the flames of life very differently and end up on an otherwise hidden path that leads to a place of meaning and inherent purpose.
'Hell' is not deep inside the earth as most people believe the Bible to be conveying. This confusion comes from the Hebrew word 'Sheol' or the Greek word 'Hades' being translated 'hell.' Both of those refer to the collective state of unconsciousness experienced by the unrighteous dead, (Ecclesiastes 9:5, 10). To add to the confusion, 'hell' is described as dry and fiery, an untraversable chasm, an 'outer darkness,' a great deep, a vast abyss, and a bottomless pit. This all made our ancestors think down, not up, especially since God describes Himself as up. It never occurred to them that the greatest offense would be to try to go 'up' and end up 'out and away' before going much farther 'down' than earth itself. However, modern people understand now that there are no untraversable chasms, states of outer darkness, or bottomless pits anywhere in, on or under the earth. There is however, a quite well known one beginning just 'above' us. We call it 'space.'
This actually makes much more sense because the Bible speaks of the fallen elohim, (also known as 'demons' which means, 'knowers'), who attempted to ascend to the paradise of God at the height of Creation and failed. They are creatures with a vastly more advanced form of the knowledge currently being adopted by modern people. The Bible calls this knowledge 'sunesis.' It is essentially puzzle solving skill. However, there is a second form of divine knowledge called 'phronesis' which these creatures and many modern humans lack. It is essentially moral discernment and natural design recognition. The two must be kept in perfect balance, otherwise freakish idiot savant phenomena begin to occur, such as those currently driving science into the Biblical abyss, (Luke 8:31, Luke 16:26, Revelation 9, Matthew 8:12), while simultaneously producing inescapable arms races, states of perpetual war disguised behind names like 'terrorism,' poorly secured machines of mechanized death, weapons of mass destruction and planet poisoning mega-industry. These even more 'advanced' creatures were involved in massive destruction to the earth and were thrust out into this same 'outer darkness' where they remain unable to return 'home.' The Bible refers to their vast prison as 'Tartarus.' There is a second prison in this vast place reserved for the unrighteous humans who allow themselves to be inspired by their journey and emulate it with an attempted ascension of their own. The Bible calls this place 'Gehenna.' There are currently no humans in Gehenna. However, there are some who cannot wait to get there apparently, since they have already committed unspeakable crimes against their fellow humans and against the sacred earth during the process of 'visiting' hell. The only reason that God allows them to return from this abyss is because their crimes are not yet equal to those beings inspiring their journeys and 'mysterious' quests for a space-based utopia. Once the two meet however, they will both be permanently detained there forever. This is what the Bible signifies as 'eternal hell.' The crimes required for this level of 'advancement' will justify the permanent detainment.
Scripture indicates that Jesus entered this same 'abyss' (Romans 10:7), required by divine Law to inform the inhabitants there of a change in their administration, though this change did not alter their state. He illustrated for them His authority over them by doing the one thing they have not be able to do---leave their domain. They were once administered by evil. They are now administered by Christ, who has been granted all authority in every domain. This is because humans will be joining them in their own vast prison called Gehenna and they will need a human to provide them with the perfectly equal treatment to which they are entitled by divine Law. This cannot be provided by the 'knowers' which are not humans, despite the fact that they have been inspiring human culture throughout history and are now driving the failed ascension that has resulted in the same entry into 'outer darkness' which they experienced themselves first.
